Links in help file does not work

When i click on some of the links in help file it does not go to the link but
add ticks at the notes line. The links i refer to is like the ones at the
bottom of a help page, Related links. I am using xp home. I have the problem
in all programmes
 
Help and Support Center Index is blank with a Red X mark: And, "Related Topics" link does not work

Thank you Ramesh I battled with this for months the download and install of
Q811630_WXP_SP2_x86_ENU did the thing
