links dont work anymore

Hi, I hope someone can answer my question, Im running out of options. I use the shareware site www.tucows.com alot and here recently, when I click on any of the download links, nothing happens. About the same time this started happening, There were 2 other problems that arose as well. Some of the links in emails for outlook express wont work, when I click on them, I just get the big white page that says, "Action cancelled" Also on most web sites, where parts of the web pages are supposed to be, I also get the "Action cancelled" message. All of this started happening about 2 months back and I reformatted and it fixed everything but its all started back up again and i really dont want to reformatt again.
I have tried running Ad-aware and spybot search and destroy and they found nothing. I have ran Norton 2004, McAffee, and panda titanium and also nothing.
I have tried running the "regsvr32 urlmon.dll" that you guys have suggested and ive tried to repair internet explorer by running sfc /scannow and ive also tried uninstalling and reinstalling internet explorer6 and once again nothing. If you know of anything I hav'nt tried yet, ill be happy to listen. Thanks!!
