Link bar

One of the links on the link bar based on navigation
structure is not working from some computers. the link is
there, it just is not active - and it is active when the
webpage is viewed from some computers but not others.
Anyone know what the problem might be?
 
Please provide URL and the specific link that doesn't always work.
