Link Bar Question

Is it possible to create a link bar at the side of my webpage that does not
move when you scroll down on the page? In other words, I would like the link
bar to always be visible regardless of where the viewer is on the page.

Not unless you use frames
- not recommended with any site (due to the problems frames create for users and search engines)
- and not recommended with FP link bars
