Floating Side Link Bar

I have designed a webpage which is quite long. On the page is a side link
bar which I have had to copy and paste further down the page. Can anyone
help me develop a side link bar that floats up and down the page as the user
scrolls up and down?

I'm sorry, I meant Google for "floating" menu, not "static".
