Limitred or no connectivity

Hi,
I have recently tried to network my laptop(WinXP) and my desktop PC(Win 98).
After installing the drivers and connecting the computers an error appears
on the connection which says "Limited or no connectivity".
I have tried a number of options to remedy this fault:
*A utility called Winsockxp fix, which seems to work for a number of people
on the internet crashes my computer, after causing a problem with svchost.exe
and requires me to carry out a system restore,
*Resetting my IP using the command: netsh int ip reset [log_file_name]
causes me to lose my wireless internet connection(My connection to the
internet is broadband and is provided by blueyonder), but removes the eror
from the LAN connection - although the shared folders do no appear on my
network places
*Disabling the windows APIPA by adding a registry value

This is driving me insane and any help would be greatly appreciated,

Describe your network! Wired ? Wireless ? Hardware pieces? Computers?
Client\server? Peer-to-peer?

Apologies,
The network that I am trying to set up to begin with is just a wired network
between the two computers, so i can share files and the extra HDD space on
the desktop PC.
The hardware I am using is a Toshiba satellite laptop with internal network
card, and a packard bell "platinum" desktop PC with a network card intalled.
I am intending to connect to the internet on the desktop using the laptop and
ICS, the laptop curently has a wireless internet connection through a netgear
wireless PCMCIA card,
hope this helps
