ICS doesn't have any such configuration option. Some broadband
routers do.
To give a computer LAN access while preventing it from accessing the
Internet through ICS, assign it a static IP address (ICS uses the
192.168.0.x range) and don't assign it a default gateway.

Yep. You can do something like install a 3rd party firewall (Zone Alarm Pro
does this for me) and statically assign IP numbers for all machines. Next,
deny access to internet for those you don't want to have it.
