If a user holds a Windows XP Professional license, can he legally install a
second copy of Windows XP to be run as a virtual machine (guest) on the same
Windows XP host?

The only owner of the XP license is Microsoft. They grant us users
the right to use said license on one PC at a time. OEM versions are
forever tied to the very first PC that the license is installed on.

A virtual machine system behave like a separate PC so therefore it
would require a second license as the "original" install of the
license is still in use.

So, one license, represented by one CD key, running twice?

The short answer to your question is no. The standard license is for one
key, one machine, whether the machine is physical or virtual.

Excerpt from the EULA
* Installation and use. You may install, use, access,
display and run one copy of the Product on a single
computer, such as a workstation, terminal or other device
("Workstation Computer")

What you propose requires two copies to be installed and running
concurrently, so no you may not do that.
