Licensing in Terminal Server

I am planning to have 2 Terminal Servers. One will run on Windows 2000 Server
and the other on Windows 2003 Server. Can anyone help me in explaining the
licensing considerations for the same. Some of my users will connect to the
Terminal Server running on Windows 2000 and some of the users will connect to
the server running Windows 2003. Any help from anyone regarding the licensing
plan for the same would be greatly appreciated.
