Replacing Windows 2000 TS Licensing Server!!!

Hi All!

Our situation:
A Windows 2000 Active Directory Infrastructure (30 DCs)
One of the DCs (Windows 2000) of the hub site (also Schema Master,
Domain Naming Master), is the Terminal Server Licensing server.

Problem:
We are planning to upgrade the Domain to Windows 2003, by replacing the main
domain controllers (those that holds the FSMO roles). So, what I want to
know is if there is a way to do this maintaining the Terminal Server
Licensing service available (Note, that the Terminal Server Licensing is
installed in one of the FSMO Domain Controllers that we're going to replace).

Question:
Can we do this by installing another Terminal Server Licensing server in
other Domain Controller (Which I supose will issue temporal CALs), while we
replace the FSMO Windows 2000 Domain Controller?

Elbryyan, the problem is that we're not going to maintain those DC's (We will
format and then reinstall in order to move those server to a branch office).
