Licensing with windows 2000 TS on NT DOMAIN to Windows Server 2003

Situation
Currently, we are on an NT domain and run Windows 2000 Terminal Servers,
with the terminal serverlicense license server being on one of the terminal
servers.
We will soon be peforming an "in place" upgrade of the domain to Windows
Server 2003.
In our test enviroment, I discovered that the terminal server licensing
server will not operate, and in tern will not allow logons. Error indicates
that license server needs to be on a DC.
Q:
By creating a new license server on a DC, do I lose all current licenses and
and are the terminal servers subject to Windows Server 2003 Terminal
Licensing, or would they stay with the windows 2000 terminal server license?

After you install the TS Licensing Server on a Windows 2003 DC,
you will have to phone the Clearinghouse to get your W2K TS
licenses reissued. Then you can install them on the 2003 LS.
A 2003 TS Licensing Server can handle both W2K and 2003 TS CALs.

As long as your Terminal Servers are running W2K (as member
servers in the 2003 domain), you will only need W2K TSCALs.
As soon as you upgrade your Terminal Servers to 2003, you will
need 2003 TSCALs (Per Device or Per User).
