I have a new client that has several machines with XP Home. They also have
Active Directory installed at the server. I want to upgrade the units to XP
Pro so the boxes can join the AD domain however, as always, cost is an
issue.

Does an XP Home license 'cover' Win 2000?

No, you would need a Windows XP Pro OEM license to be able to do this
(or a Select License or Open License Agreement).

You can use XP Pro Upgrade to upgrade the Home machines.
