Sounds like you followed the proper steps in the following kb:

Microsoft does not enforce licensing through software - the license manager
tool is strictly for administrative purposes. It's broken, has been broken
for some time now, is not going to be fixed and we're hoping to get it
removed from the product altogether.
Don't waste a great deal of time troubleshooting it - if the above steps
don't work for you, stop the license logging service and set it to
disabled.

| I am having trouble with License Manager. It hangs when
| we try to add the license info. I have deleted the
| cpl.cfg and llsmap.lls and the llsuser.lls files and

| errors but the configuration files are not recreated as
