Leveling sound volume among sources

When I play a streaming audio using Winamp or WMP, I have to turn up
the volume on my speakers. When email arrives or some other system
event triggers a wav file, the wav plays very loud. This is very
upsetting.

If I'm playing an MP3, I turn the speaker down to get a pleasant
volume and the wav files are also at a pleasant level.

Is there anything I can do to stop blasting my socks off when email
arrives? I'm using XP home, Winamp 5.2, WMP 10.00.

Double click the speaker icon in notification area, Options, Advanced
controls, adjust to your hearts content.

It appears that streaming audio and the local wav file are both
controlled by the same volume settings. I have tried setting the
volume in Winamp and WMP to the maximum. Now I need some way to
decrease the volume of the wav files played by my email client,
Eudora. Unfortunately, Eudora doesn't have a volume control.

When I asked about this in the Eudora list, the best suggestion was to
reduce the volume of the wav file that Eudora plays. That is, to
manipulate the wav file. How do I do that?
