Smart Volume for WinXP?

You know how it is. You're playing your mp3's an' you have to turn up the
volume for one only to have next one come on louder than you like because
programs that's supposed to make all your mp3's have the same volume level
don't work as well as they should.

Or you're watchin' a video and you have to turn it up when they're talkin'
in low voices only to have the volume blastin' when music and or an action
starts (same type thing that happens when watchin' TV, even one with so
called smart volume)

Can someone please tell me where I can find a smart volume program for WinXP
that actually works like smart volume should or if that's not possible, at
least a reason why it's not possible? How hard is it to understand a simple
concept like "Make a program to auto regulate volume out of the speakers so
it sounds the same volume to the human ear even if the volume level output of
the source file or signal changes"

I have thousands of mp3's, ripped over the years, and after each ripping
session I use Audacity to normalize volume and edit tags. It works, but not
as well as I'd really like it to. I'm interested in replies here also. I'm
not sure which is better; normalizing 'up front' or 'on-the-fly'.

Normalizing up front, I think, as part of good housekeeping, so the mp3
files will all be at the same volume no matter what they are played on. I
use MP3Gain for that.

I use Mp3 Gain too and it's usually good, but it doesn't always work. After
a friend pointed me to this awesome song
I saved it as .avi using DVD Video
Soft's Free YouTube Download, converted it to mp3, ran it through Mp3 Gain
and it still doesn't sound as loud as the rest of my collection. In fact, I
was thinkin' about that file doin' that when I made my OP
