Launch failure of one specific program

I am having a problem launching one specific application
program: astroplanner.exe, from
http://www.ilangainc.com/astroplanner. The developer
reports no one else reporting this problem. I
successfully launch the same application on another
computer with WIN 98. I successfully launch all other
applications that I have installed on my Dell Inspirion
8200 running Win XP Pro.

I have tried launching from an Icon, launching
from "Start - All Programs -
Astroplanner/astroplanner.exe", and launching from
Windows Explorer by double clicking the atroplanner.exe
entry on the detail list, all with the same effect: the
hourglass comes up for about 2 - 3 seconds, then
disappears.

After doing this several times, I have tried invoking
Task Manager by alt-ctrl-delete, thinking that it may be
in some type of loop, but nothing related to Astroplanner
shows up under either the Application or processes tabs.

I'd appreciate any suggestions for where to look.

Are you trying to use the appilication in a limited user permission type XP
user account or an adminitrator type account?

I am trying to use the application as the same user
("Paul") that I use for all other applications. As far
as I know that user has full administrator permissions to
the system. How would I check for any limits? This
sounds like a promising avenue to pursue. The developer
uses a Macintosh development system, then a cross-
compiler to generate a windows exe.
