laptop keyboard/mousepad fails to operate on start up

I have password protected my SAM file which means I need a password to enter
windows and a password to access my system. Unfortunately when I start up ,
after performing a CClean registry clean up, the keyboard doesnt work so I
cant enter a password. USB mouse device will work but not usb keyboard. The
odd thing is....that if I let the power run out so the laptop switches itself
off, the keyboard will work on start up.
Can you suggest where my problem lays? This isnt intermittent it occurs
constantly. I have no idea where to start looking for a solution.

Now you know why we don't recommend using these registry cleaners, they
cause more problems than any non existing problems that they claim to
fix! Look in the CClean option to see if there is an option to undo the
damage it created. If that doesn't fix things use System Restore to
rollback the machine to a point prior to the appearance of the problem.
