"Languge bar" greyed out

My language bar button is greyed out and I can't make it active. The
button is located in:

Control Panel/Regional and Language/Languages/Details /Settings

What happened is that I use both Japanese and English and I need to
have the language option button in the task bar at the bottom of the
screen. It seems like I deleted something from system when i was
trying to get rid of spywares and ever since my language var
disapeared...

I researched evrywhere in Google and the closest help I got was to
change a setting in "Advanced: tab. So I went to:

Control Panel/Regional and Language/Languages/Details /Advanced

and unclicked the "Turn off advanced text services" (supposely this
needs to be unchecked to use the language bar). BUT no matter how many
times i unchecked it and restarted the computer it always come back on
and I just can't turn it on.

Does anyone have any idea?? I called Dell and was on the phone whole
morning, but they couldn't fix it either.

Thank you - I tried as you suggested and got "success2 messages on both - however going back inot languages etc I still cannot get anything other than the greyed out language bar options and as soon as one goes out of that everything is re-set as before - looks almost as though languages aren't being allowed ALTHOUGH bizarrely, we can get japanese text by using keyboard short cuts...
