language bar preference is greyed out

Win XP Pro and Office 2003.

I'm trying to set up speech recognition. In Word, when I
click on tools/speech, nothing happens.

I gather I'm supposed to have a language bar which I don't
seem to have. When I go to control panel/regional
settings/languages, under preferences, the button for
language bar is greyed out. I think this is why I can't get
any further but I don't know why it's like that.

How to I get the language bar active?
