language bar

I'm trying to set up speech recognition but can not locate the language bar
even in the regional and language options window of control panel. I've
already gone through the set up and training wizard. What's my next step?

Maybe r-click Taskbar, Toolbars, Language Bar?

Kelly, I have a similar problem. However, when I try your solution I cannot
load the software because it is .exe. Is there a simple (it has to be
simple!) way to open it?
