missing the language in the selectable list

I cannot find Japanese language in my language bar which I have used for long
time.

To figure out the problem, I went to:
"control panel"-->"regional and language options"-->tab of "keyboards and
languages"-->tab "general"
The Japanese language was missing in the list.
So, I continued to:
click "add"-->Tried to look for the Japanese language in the list

Surprisingly, it was not there!

Anybody can help me with this problem?

I have a similar problem. It seems that after some security updates were
pushed onto my machine around 12 June, my language bar disappeard. I checked
the settings in the control panel and Japanese was still there. I tried
removing and reinstalling it and nothing happened. I tried system restore to
get back to a date that I know it worked and nothing happened. It is
available on the logon screen, but that does me no good. I have tried
everything I can possibly think of. I need some help as well.
