Language toolbar missing

Hi !
My IME (english-Japanese) language toolbar is desactivated... How Can I make
it working again?

I already tried through Regional-Language Panel Kit without sucess as I
can't even check the language toolbar box...

May be a file is missing? Not sure as I cleaned up viruses recently...

Help is more than welcome

The link was excellent I could recover the language bar but not the
informations in it (such EN / JP and input method..). bar is just empty.

In fact, the bug is in the Regional and Language Options (in Control Panel)\
Language\Details\Settings : the Language Bar cannot be activated in the
Preferences...

Do you have a solution?
