Language Bar

The language toolbar apears on start up even though I
turn it off each time. Why does it continue to reset
itself as a default toolbar ?

.I've unchecked the "show language" bar, but the next
time I turn on the computer, it's back. I've also
encountered another strange occurance and wonder if the
two might be related. When I send an e-mail, the spell
checker tells me I don't have the proper language
installed in order to make corrections and it gives me two
choices. If I hit cancel, the message goes out, bad
spelling and all. My other choice itells me to install the
correct language program which I can find on my original
Microsoft Picture It disk. I'm not sure why it's on that
disk, but it is. Ok, so I do that and everything is
fine..........for about two days, but it has now reverted
to the language bar and the spell check message problems.
Any more suggestions would be greatly appreciated.
