Language Bar Doesn't Appear (Japanese IME)

I installed the Japanese IME and the language bar doesn't
show up.
I right clicked on the taskbar and enabled LANGUAGE BAR
under toolbars and i can see a blank space where it
*should* be.


i also enabled EXTEND SUPPORT OF ADVANCED TEXT SERVICE TO
ALL PROGRAMS in the Control Panel, but it won't stay on.
it keeps going back to TURN OFF ADVANCED TEXT SERVICE.

help!! this is getting annoying!

Hi,

Control Panel/Regional and Language options/Languages tab, click details. On
the settings tab, click the language bar button and set the options here.
