LAN NIC won't shut off (Hardware?)

I'm running an Asus P4C800-E Deluxe with an on-board LAN controller, Intel
82547EI Gigabit Lan Controller, AMI BIOS 1021, running Windows XP Home
Edition with SP2.

For some reason my system changed and now the NIC stays on after the
computer is shut down. I want it to turn off. It used to turn off. The only
changes I have made are in the OS. I enabled NetBIOS over TCP/IP in the
LAN's properties. That's it.

I have checked all the usual settings in XP:
The LAN Properties > Power Management > "Allow computer to turn off...." is
checked.
"Allow the device to take out of standby" is NOT Checked.
In the hardware properties > Advanced tab > the "Wake On Setting" is set to
"OS Controlled".

I have gone through the BIOS settings a couple of times looking for a
"Wake-on-LAN" setting and can't find one. I don't see any jumpers on the
boards schematics for the LAN, only for the USB ports.
Am I missing something? Or is this simply a software issue?

Sorry. I should have posted that. The "Onboard LAN Boot ROM" setting is
disabled.
I don't see any other boot setting for LAN in the BIOS.
However, I just noticed that under the BIOS Power menu that "ACPI 2.0
Support" is off.

Take the ethernet lead out and the light will go off.

One strange but true thing to look at is to unplug any externally powered
USB devices and see if that takes care of the problem.

Yesterday I found one computer's DVD and the NIC card LED's on after a
shutdown. They were staying on even after unplugging the power cord to the
computer. The problem was traced to an externally powered USB drive with a
bad isolation diode that was sending voltage to the computer and lighting
things up.
