Incorrect NIC Status reporting

I'm running (Computer #2): an Asus P4C800-E Deluxe which has an on-board LAN
controller, Intel 82547EI Gigabit Lan Controller, AMI BIOS 1021, running
Windows XP Home Edition with SP2. It is networked via a crossover cable with
(Computer #1): another XP machine with a Linksys LNE100-TX v5 NIC card for
the LAN, and a 3-Com card for the cable modem. Everything works,
network-wise.

Up until now I have been able to remotely monitor whether this computer (#2)
is being used by noting it's connection status on my computer (#1). Before
some unintended change to the system, when I shut down computer #2 the
network notification icon in the systray of computer #1 would show the red X
and "A network connection is unplugged". (Contrary to the hundreds of posts
I've read concerning this issue, I like that). Now, the network connection
icon on #1 stays on and says the connection to #2 is live when it is not.
What is more annoying is that when #2 is shutting down the connection's icon
on #1 x's out briefly, then shows connected, and a bubble note comes on
telling me that the connection is now active at 100Mpbs! It is not. An
Annoyance.

The reason is that the NIC on #2 stays on after the computer is shut down. I
want it to turn off. It used to turn off. The only changes I have made are
in the OS. I enabled NetBIOS over TCP/IP in the LAN's properties on #2.
That's it.

I have checked all the usual settings:
in XP, the LAN device Properties > Power Management > "Allow computer to
turn off...." is checked.
"Allow the device to take out of standby" is NOT Checked.
In the NIC's hardware properties > Advanced tab > the "Wake On Setting" is
set to "OS Controlled". Magic Packet is Disabled.
"Show icon..." is checked. "Notify me ... no connection.." is checked.
In BIOS, the Wake on LAN setting is disabled ("Power on by PCI Devices").

The NIC refuses to turn off. Any tips on how to get this box back to where
it was?

Whenever I see the case like that I would check the NIC speed and Duplex. It seems to me the Auto of Speed & Duplex doesn't work on some NICs. So, you may try to setup the speed and duplex manually.

Heavy sigh.... No luck. Tried in on both machines. Thanks for taking a stab.
