Lagging PC

I have a lagging PC... it usually slows down when using
Nero Burning Rom and while playing games...

A month before, there was no problem. It seems that after
using Kazaa for sometime, i began feeling the lag. it
became more and more obvious.

Nero Burning rom lagged during the burning. eg. the mouse
freezes momentarily and the hidden taskbar won't pop up
instantly.

While playing the latest Fifa 2004 the lag happens
periodically like in every few seconds.

My PC had several problems before this lagging occured.
My CPU (AMD Athlon XP2100+) reached 70degrees Celsius.
MY +12V is around 12.66 Volts..
I replaced the CPU fan over Technician's advice and now
the temperature is around 60 degrees. He also said that
the overvoltage is ok as it is within 10% of it's assumed
voltage.

can this be the problem, and if yes, how to resolve it?

2100+ AMD AthlonXP
512 DDR RAM 266Mhz(one kingston and one maxtor)
Albatron GeForce4 MX440 64MB
420V i-Cute Power Supply

I've uninstalled Kazaa. The problems still persist. A
friend told me that Kazaa may replace windows system
files. Is this true?

Should I reinstall windows? Or is there an easer way to
fix this?
