System lags an unusual amount when programs are run or closed

When I run just about any program, the computer will very
noticeably slow and lag, causing the display to 'skip'
rapidly. When the more system-intensive programs are
run, such as a file-sharing app or a highly-detailed 3d
game, it will lag even more, but after the program is
already running it will 'skip' for awhile, at consistent
intervals. It also usually will 'skip' a bit more after
I close those programs, again at consistent intervals.

To elaborate on this 'skipping', the display will
momentarily freeze, then it will jump to the state that
it is supposed to be in -- say, if I am moving the mouse
around a lot, the cursor will seem to keep 'pausing' in
its movement, only to jump straight to the location it's
now supposed to be in after a split-second or so. Or if
I am typing, the text will stop appearing on the screen
for that 'split-second or so,' and then whatever I had
typed during that time will appear instantly.

Hope that was a good enough explanation, but anyway, it
only started doing this yesterday...I'm unaware of having
installed anything particularly unusual (other than some
trials of DVD player software which I soon enough
uninstalled), haven't updated any drivers or installed
any service packs or fixes, and I just finished
defragging the hard drive..still seems to have this
problem, if -- maybe -- a little less so. Any ideas as
to what's going on? Gets pretty irritating, as audio
also skips when the system does its own 'skipping'..want
to enjoy my music darnit. System specs below if that
will be of help.

AMD AthlonXP 1800+ (1.6ghz)
256mb DDR RAM
80gb HD
16x DVD-ROM
40x/24x CD-R/W
56k modem (which only connects at 28.8k, 'thanks' to the
old phone lines in my area)
WinXP Home with SP1

I updated my spybot, did a spybot scan and a trend
micro 'house call' scan. Guess I can still try the
others, but they came up with nothing except tracking
cookies though, and getting rid of those didn't fix it.
If all else fails do you think System Restoring back to a
time before this started would fix it?
