Lag in XP Performance

My system is experiencing alot of lag. It takes time to
pull up programs. There is also alot of lag when I'm
online also. When I play online games, the lag is like a
slinky effect. I experience alot of lag. After a few
seconds, the system catches up and everything is fine for
a few minutes. Then, the lag hits again. It comes in
cycles. This happens even when I'm offline. Is my XP
configured right? Anyone got a suggestion to speed things
up.
My system: 2.4Ghz P4 processor, 1024Mb of RAM, 64Mb video
card, ...

Make sure you have a clean system (i.e. no Viruses,
adware, spyware).
