Somehow my keyboard shortcuts have changed. CTRL key starts chrome browser. same with mute button. I tried Control Panel > Keyboard but no key setting tab is shown Please help

What OS are you running ?
Are sticky keys on or off ?

It is a standard multimedia from QHMPL.
I am running Windows XP with sticky keys off. There is some sort of weird bug in my system. the volume icon doesn't show up in the system tray and the keyboard goes crazy. I restart explorer.exe process and problem is quite under control but still persists

Well if there is some weid bug in your system I would suggest running Superantispyware or Malwarebites to rule out any sort of virus.

Swap out the keyboard for a known working one, cheap enough, it'll help rule out a faulty membrane.

Plus, as well as Evans' & Mucks' suggestions, run your Anti Virus software. If you don't have any then Microsoft Security Essentials is good and it's free.
