Keyboard will not work after changes were made in control panel.

A user made changes in Accessibility options and Display,
his keyboard no longer works. Unfortunately he shut the
machine off so now he can not even get logged onto the
machine. His mouse still works. It is not a hardware
issue because he can turn num lock and scroll lock
on/off. Any keys that are pressed on the keyboard making
a beep sound. Assuming it has something to do with
sticky keys, but can not figure out how to get the
keyboard working again. Can anyone shed some light?

Figured this one out on my own. The key rate was slowed
down so each key had to be held down for a couple of
seconds to register.
