Accessibility quirkiness

Windows XP Home
PS/2-MS Optical Mouse 3000
PS/2 (nothing special) MS Keyboard

I have 'stickey keys" turned off, (all accessibility features are configured
off) but once in a great while I'll hold the dang Shift key down too long
and everything, even my mouse buttons, goes bursirk! My caps lock key is
on and the mouse pointer selects everything on a page and won't unselect. I
can't type numbers because the caps key is locked on. I hit the Cancel
button on the pop up, doesn't fix it. I press the Shift key 5 times, it
doesn't reset it.
I held the Shift key down again, until the sticky keys configuration window
poped up, and turned everything off, but that doesn't change anything. I
also go directly into Accessibility Wizzard and go through the whole thing
unchecking everything to the Finish and it tells me I'm not using any
features! AND the keyboard/mouse still misbehaves, still has all the
irritating capslock/select everything/ won't go back to normal with the
'press Shift key 5 times'.
Nothing works, until I do a reboot. Then and only then, does everything
return to normal.

Is there a way to uninstall the Accessibility features? I don't use any of
those features. It's just irritating that, when mistakenly turning it on,
the reset solution doesn't work either. (yes, it's ticked in the
configuration settings).

The CANCEL button should work when you press it, in the first place......

You turned them off but did you disable the shortcut? You need to go one
page deeper for each accessibility item (settings?) to turn off
completely.
