Keyboard switching bug

I have WIndows XP SP1 on my Toshiba Tecra M2 laptop (with
external keyboard). I'm using English (US) and Russian
languages. Key sequence for switch languages is
Ctrl+Shift. Left (Ctrl+Shift) switch languages correct,
but right makes right-to-left input in Word 2002 for
example. This looks like Arabic or Hebrew input style but
I didnt enable it.
How can I eliminate tnis bug?

One of the ways is to do what most of Russian-speaking
people outside Russia do:

we switch using only one key - Ctrl, because Language Bar
under Windows XP often is not working correctly:
