Keyboard power down

I need to disable the power down from keyboard and from
power button, how can i do it?
In windows XP i solved it choosing not to power down in
power management, but in windows 2000 it doesn't exist,
you can only choose between standby and power down.
Anyone can help me?

If you want to disable users' ability to shut down the computer (via
start -> shutdown) this can be accomplish via GPO... I forget where, but
it's not too hard to find.

If you want to disable the power button on the front panel of the computer,
then cut the wires or unplug the pins from the MB -- this is beyond the OS's
control.
