Keyboard & Optical mouse LED's stay lit when PC is turned off.

I am using Windows XP Home Edition with SP2.
My problem (if it is a problem) is that when I turn the PC off, the LED's on
the keyboard and optical mouse remain lit.
I have turned off the power from mains switch and after about 20 seconds the
LED's go out.
However when I flick the mains switch back on the LED (or bulb) in optical
mouse turns on again.

I don't know if this is supposed to happen, but when I first got pc I know
that the LED's on the keyboard did turn themselves off when PC was turned
off.

Is there anything I change in the settings somewhere to make the LED's go
out and stay out when PC is turned off?

Any help would be greatly appreciated.

LEDs have a certain amount of capacitance and use very little power. the
reason that they are staying lit is that the power stored within them is
slowly discharging. unless they are wireless devices and have their own
(battery) power supply there is no setting as there is no external power to
them
