junk filter blocked sender who is in my Global address book

Outlook junk filter filtered an email address who is in the global address
book. The only way I could stop that is to add that address to the safe
sender list. But is it suppose that if I check the box "Also trust email from
my contacts" should allow that email go go to Inbox? thanks

I have had several users complain that messages from internal users have
ended up in their junk mail folder. This has only started happening
recently. I also expected that internal users, which are in an address book,
would be exempted from the junk mail check. Maybe this is a bug with a
recent update???

Anyone have any insight on this?
