Junk E-mail folder inconsistent behavior

I have installed the IMF SP1 on the Exchange 2003 server. There is no
client side junk email enabled. This is server only.
I am receiving emails into users junk email folders. Is working well
but I am seeing identical emails that will appear in one users junk
email folder and not in another user's. One problem in particular is
that I have an inside email address set up that is a distribution list
that has a DL nested within it. When an email is sent to the SMTP
address of DL, it appears in the users junk email folders. Is there a
way that I can whitelist this DL?
