Javascript Pop Up Windows don't appear

When i click on a link on a page which should use JS to
open up a new window IE semms to hang for a while then
just re-loads the original page, I have re-installed
Windows XP but this didn't help. Even haviong to send this
post from a different PC as post window won't pop up!

Any ideas anyone.

This may be caused by a third-party program (adware, spyware, parasite).
Get AdAware and SpyBot and run them both. Keep them up to date.
