Items downed will not delete

Hello i was wondering if someone can help me with this
small problem I downed this game americas army, the
file was not completed in the download so part of the
file remained and so now i have a file which cant be
moved deleted or renamed cos of windows saying it is
being used by another person or application ive gone
through the windows task manager and that didnt have
anything and ive also gone to regedit and that didnt
work either so now im out of options can you help
me please!!

Try downloading it again and then uninstall it

boot to dos or safe mode and then delete it
