must delete

Hello Im having problems removing this file 100%,
ISTactivex.dll. Ive tried, -regedit, -hkey local machine, -
-software,- microsoft, -windows, -currant version, -run.
It is not there. Ive searched "files and folders" it is
there, but there is no option to delete. Says, -extract, --
--open containing folder --copy. What to do??? Norton
keeps tagging this as a problem. their advice on what to
do is not correct as I tried the above as per their
recomondations. What to do?????
