Is what i am facing a virus?

In every folder windows creates another folder of the same name (in fact it
is an application but have the icon of a folder)..this created folder is a
shortcut to my documents..
I cannot setup any antivirus..it just freezes
I cannot enter any website related to Windows or microsoft..my pc restarts
I cannot create an msdos startup disk
I cannot view hidden files..In fact i cant go to the folder settings
I cannot enter firewall settings
I cannot shutdown my computer
Of course Cant go to registry
I sometimes get (disabled by Administrator)
I had this virus b4..i installed antivirus2007 and it worked
but now as if it has an antidot ffor it..i cant install it
I know how i got it..Some pals on my network has it and while browsing their
shared files.. i entered one of those folders..and since then all thjose
occured..
Waiting any reply...(i will try to download removal of viruses from
microsoft.. I will try a new way to bypass this virus intelligence <but i
dont know if it will help afterall>

The symptoms above don't sound like a virus to me. It sounds more like
either a software or hardware problem, such as a hard drive or drive
partition problem, or a problem with Windows.

I might first press the F8 key during bootup, before the Starting Windows...
screen to get a boot menu, and boot to safe mode. Run a full scandisk with
testing the disk for bad sector errors, for example by selecting Start, Run,
SCANDSKW, OK. If it takes much more than an hour to complete, or numerous
bad sectors are found, the hard drive may be physically failing. If there
are no significant problems found or corrected, you may wish to re-install
Windows and all your other software, trying not to delete your data. Or, if
you aren't comfortable with this, find a person or place to do it.

I must disagree that this error would be a physical damage of the harddisk
Except if this kind of damage can be transmitted through networks and Usb
devices ( flash memory) then this is so uncertain..
Anyway i tried all these methods..
And nothing worked...
Professionally speaking: i beleive this virus infects system files like
services.exe and others
I am sure its a threat coz many users I know are facing it newly
Downloading files from certain sites are impossible and i still didnt
discover its basis.. but i think exe files are the forbidden ones

Not at all. Physical damage on the hard disk can screw up Windows software
files and cause issues that look like software issues.

The symptom "In every folder windows creates another folder of the same
name" is NOT a symptom of any virus. What would be the possible motive for
causing such a symptom? Most viruses are written for financial gain, and
the virus authors usually strive to avoid doing anything obvious that you
would notice.

What do you mean "nothing worked?" The steps I gave you weren't intended to
fix the problem, but to give you information to lead you to your next step.
Did you reinstall Windows? There's no way that could not work to remove
whatever the problem is, unless you have a hardware issue. In a case like
this, I don't think I'm the only one who would recommend reinstalling
Windows as your easiest and best way of removing whatever it is.

RE: the error "disabled by Administrator," if you search google for the full
and complete error message, you will find a way to try to remove that error.
It may take multiple google searches and multiple settings changed to fix
each of the applications that you cannot reach. You cannot edit your
registry, but you may be able to import a .REG file that you download from a
web site that you find in google.

If you have another Windows computer available and can plug both computers
into the same network, you can use the other working Windows computer to map
a drive letter to the hard drive of the troubled computer e.g.
\\computername\c$ and run a virus scan of the troubled hard drive from the
working computer. Make sure the antivirus is up to date. If that finds no
viruses, I would find it unlikely that this is a virus problem.
