Is there a way to know when a phone line is connected?

Hi;
I have a table containing about 100 phone numbers.What i want to do is to
dial a phone number (using windows PhoneDialer),playing a preRecorded .WAV
message(using PlaySound API),hang up the phone and go to the next record
then repeat these back.
Now,what is my problem is that i dont know when a third party takes the
handset and connects the line,and when disconnects it.Is there a way to
query my modem for that thru coding?
As far as i know,in VB this is possible by using a special ActiveX
control.But this Activex is not available (and wont work even after
downloading) in Access.So im looking for an alternate way here.Any
solution?comments?

Dear Vanderghast;
Thank you for the link.But it has nothing to do with Access or VBA.All
softwares are designed for VB Studio or VB.net.
If u have tried any of them for Access or u know any other Activex can help
me to do my job,please let me know.I would be so much grateful to you.

you need *is* there. It is under Download, look for XMComm ActiveX, or,
