Using Outlook Phone Dialer

We have a digital phone system that is not IP based; however I have
successfully configured a fax modem to dial phone numbers from my Outlook
Contacts. The thing is that the Call Contact feature requires many steps

1 click on call contact
2 click on start call in the dialogue box that pops up
3 click on lift receiver when I pick up the phone
---etc.

Is there some way to set this up or some other kind of plug in that can be
added to outlook that will simply dial the number when I click on call
contact and then disconnect the modem from the phone line after it has dialed
the number?

Not an Outlook question. Outlook does not even have a phone dialer. Outlook
uses the operating system's telephony protocols or the fax software's
telephony protocols, both of which are intended for analog lines.
