Is there a way to get back programs that you deleted

I bought this new Inspiron 531s and i started to download all this games so
my started to get slow i dont know if it was because of that or because of
the Windows Vista after that it is still slow and i started to search on my
computer and found the programs of the games and i started to delete a this
promgrams and it got slower. I deleted a program that i need to run one of my
programs so to make this story small is there a way to get that program after
i emptyed the recycled bin

You manually DELETED the programs' files and folders? You did not use Control
Panel (Classic view) > Programs and Features to UNINSTALL the programs?

If you just deleted the programs' files and folders manually, you should
reinstall them and then use Programs and Features to properly uninstall them.

You will also have to reinstall any programs that you wish to keep.
