Is there a way of preventing outlook from being accidentally close

One of my user departments have problems with staff closing outlook, and then
not restarting it, so are not able to respond to e-mails immediatly. Is
there a way of outting a password on closedown?

No. This is a training/HR issue, not a technical one. If it's your company's
policy that Outlook must remain open at all times, and emails responded to
in a timely manner, train your users to do that and make sure they know the
rules.
