closing Outlook does not close the process

when closing outlook 2000 Internet Mail Only and then restarting it, it
would not open. After examining Ctrl+ALT+DEL it turned out that after
closing down Outlook, the corresponding process is still there. After I
close it manually there, outlook opens.
Why this happened and how shal I sort this out?

Most likely an add-on that prevents Outlook from completely closing. I
don't remember if OL2000 could be started in Safe Mode, but try it:
Start -> Run -> outlook.exe /safe

This should start Outlook without any add-ons; see if the same still
happens.
