Is there a maximum number of recipients I can send "To"

Whenever I am above 25 people to whom I am sending e-mail, I receive an error
message with a list of those who did not receive the email. I have the
ability to "resend". Is there any way to increase the maximum number of
recipients that I can send to?
 
No, it's controlled by the email server as a way to prevent spam.

Your ISP is the controlling factor. You can usually get the
number increased by contacting your ISP and requesting a
commercial account (at more $) with a fixed IP address
(again more $). Then apply with them for a Mass Mailing
agreement. This agreement is sent on to others, such as
AOL, which will otherwise limit you to a fixed number to
their subscribers per day, or ten minute period. You agree
to sending only to actual subscribers to your e-mail
messages, and that you will delete all returned invalid
addresses. Usually, If you are to send more than 1,000 at a
time, they limit you to the wee hours of the morning.
