Not an issue with Outlook. You are exceeding the max-recipient quota at
your e-mail provider for your personal-use account. If you want to
spam, er, bulk mail then you'll need to find a personal-use account with
a higher quota for maximum recipients per e-mail or pay for a business-
class account that ups that quota.
