IPSec monitor snap-in

New WinXP installation freezes constantly. The only consistent error in the
Event Viewer is in Security, and it tells me that IPSec Services failed to
get full list of Network Interfaces, and to run IPSec monitor snap-in.
WinXP will not allow me to get far enough along in the Help and Support
section to learn how to get the snap-in and run it. Freezes appear to be
connected to mouse activity, such as moving the cursor, selecting an item,
etc.

This is a new installation of WinXP Home on a new hard drive on new
motherboard. Board has built-in network interface and sound (which I
disabled in BIOS since I am using a Sound Blaster PCI card).

Appreciate any help.

To start the IP Security Monitor snap-in:

1. Click Start, click Run, type MMC, and then click OK.
2. In MMC, click File, click Add/Remove Snap-in, and then click Add.
3. In the Add Standalone Snap-in dialog box, click IP Security Monitor, and then click Add.
4. Click Close, and then click OK.
