Some viruses and malware program will create fake
programs that look like the real thing but don't do
anything useful. In your case it might be called ipconfig.com.
The correct program resides in the system32 folder and
is called ipconfig.exe. Get rid of ipconfig.com, and scan
your machine for malware, e.g. with AdAware.
And no, upper or lower case does NOT matter under
Windows. A simple test will prove it to you.
Perhaps your version is corrupted. Run sfc.exe (System
File Checker) from the Command Prompt, and/or
replace the file from the i386 folder of your WinXP CD.
